Does anyone know who is deciding who is shortlisted for the jobs after we all apply?

Mostly those least qualified to make such assessments.
So if the job owners create the short list, then how the final selections are made? The job owners just select their team members or selection committees (job owners + reps) should make agreements?
In some case, the product owner will have input to the job owner, but will typically not disclose that fact.

If your Selection Rep isn’t available or providing you guidance, talk to your supervisor. You can’t reach out to Job Owners but there is nothing that says your supervisor cannot on your behalf.
Heard many reps are talking to job owners and giving feedback to participants on strategies. My rep said we can set up some time after I have worked out my choices. I can’t figure out what to apply for. Are they not meant to help, my rep is showing out of office this whole week. SS was clear we can’t contact job owners.
In many cases it is actually before you apply.
