Recently seen several people get changed from core location to remote status. They don’t seem to have a history of illness and have worked in the office for years. I thought this was an act of Congress to get done?

Simple. They are getting rid of non core prior to getting rid of wfh. They still need some staff for a bit. Both will be gone (except accommodations) by end of 2026 or 2027 depending on your business line.
HR is inconsistent. Someone on my team got a PERMANENT work from approval for anxiety and then another only got 3 months for a physical disability.
If this is happening in core location, then it is possible that those folks are in their notice period. They are ready to quit. There is point in serving your long notice at office.
All depends on who and/or what you know. I've been moved to 100% remote, so you can as well.
Or stay put with RTO like the dutiful little collaborators you are.
OP here. I don’t want to work in the grungy a-s office. It’s ghetto and I’m above this. I’m sick of watching these slobs eat chicken wings and lick their fingers between emails and throw on wigs and jackets for their national teams calls.
They don't seem to have a history of illness? What're you looking for, boils? Leave other people's medical issues to themselves and focus on your own career. If you wish you had remote work, vocalize it.
This happens for a few reason. Medical HR accommodation or exemption via local leadership. I heard that they are allowed to have a very small % of exemptions per capita.
