Im an average employee w a PHD and my progression is like a few years behind but it shows hypo isnt a bit deal till the next decade.

Moving any non sponsored person from cl27 to cl28 is only to replace the PIP supply in that category.

You would be better off staying as a CL-27. If you are promoted to CL-28 and you are not a manager, you will drop to the bottom of the CL-28 ranking and be ranked as NI/NSI. Both NI/NSI means that you will not get a raise for 12 to 24 months and be asked to retire or resign when you drop to NSI.
