So why is this location so important to Belk?

Is it super profitable? Is the lease really cheap? Is the lease back to KKR massive?

That area needs more housing, no one wants a dying department store there. We need housing
@OP The zone change if approved may require Belk and the theatre to make changes to the building which would be expensive. They could change Belk’s lease/contract agreement which would not be good for Belk. Maybe that’s why Belk is opposed to it?? Sounds like they want the struggling businesses out.
My guess is they don't want another retailer in the market
