Will Elevance ever go above the given salary range in a pre screen interview call?

Raises and bonuses are cr_p here now. You better ask for what you want to make five years from now because your compensation will never keep up with inflation working at this company. Also, I know someone that negotiated a sign-on bonus to accept, so give that a try also if you have special skills the company needs.
If you’re above MRP, you are priority on the list to be RIFed when the time comes for your area to have cuts, no matter how high of a performer you are.

@OP They never want to pay more than MRP for your area. Once you hit MRP your merits will be substandard no matter how much effort you put in during the year. They never tell you the MAX for your area which is bullsh-t.
Salary ranges are dependent upon location, and there are set ranges for each role. Whether they'll go above the range given or not will first depend on if they gave you the true range. if they didn't, there could be room at the top; if they did, it's unlikely you can get more, as they won't want to hire maxed out.
Chances are that the range you were given is low to mid or maybe just above mid, though, so there's probably room to negotiate.

it really depends on the area, the job and the manager and director - there is no consistency in this company - where you live drives alot of the range
