@cv the problem is, people die in major incidents. Nobody wants that, so those of us left (local to where the operations are) will be carrying the can and the mental burden, that so-called "healthy" sense of vulnerability, of ensuring it doesn't happen and protecting our frontline coworkers. Because the ENGINE workers won't give a damn

while "needful" as a noun meaning "something needed" is recognized in dictionaries, it's not commonly used outside of India, according to English Language & Usage Stack Exchange. The phrase "do the needful," while grammatically correct, is also considered outdated and more common in Indian English.

At some point soon CVX will have a small HQ with only Corp functions - executives, governance, treasury, law, pgpa. All engineering, earth science, and other technical work will be offshored along with commodity work in finance and IT. Domestic operations will be in maintenance mode with front line operators and a few supervisors, until the assets are no longer economic and then sold off.

@bm what you see seeing is a mindset whereby executives in non-tech companies believe they can transform their organizations to be run as SaaS companies. Not for the actual efficiencies, mind you, but because this transformation (or the broadcasted potential thereof) attracts the stock price appreciating institutional investor dollars. Live by the institutions, die by the institutions.

Some of the jobs, specifically the environmental, cannot be done without having experience working in the States and communities they serve. The feedback from local government is “why does Chevron change people so much and who is this person that doesn’t live here and doesn’t understand what’s going on talking to me.” If this is the feeedback we are getting now, imagine when they talk to someone in India! State dealing with environmental are always in the grey and require personal relationships. Often, we define the policy for the state and lead the efforts to implement it the way we want. Chevron shot themselves in the foot with this bs.

@bm as an employee at Shell, I’ve had these same thoughts. You seem more tenured than me, but when Macondo happened I had family from all over the US calling and asking about it. There is a heightened sense of accountability when poor decisions you make will adversely affect your family and neighbors. Shell was just starting to implement first call for production operations support to India. If the inverse were true, my “give a damn” about an incident happening in Indian waters would be next to nothing compared to if something happened in my backyard. We are 15 years since Macondo with all sorts of bad corporate decisions that will inevitably lead to another major process safety event. I’ve stopped PE stamping documents because I no longer trust the culture, which spills over into work quality. It’s a matter of time before the next major industry event, and all of us in the industry will point to outsourcing as a major contributor. I just hope I’m nowhere near it.

@OP The next logical extension of this philosophy is a rapid US based job growth in the area of catastrophic incident response and PR management teams. Maybe I am from an outdated mode of thinking, but I have worked on O&G facilities where the homes of the area superintendents were onsite. Now, if you can imagine the quality of the work that was performed on the facility given that the family of the superintendent lived onsite. I observed immaculate maintenance and operational discipline at these facilities. Now, imagine putting your design and support teams on literally the other side of the planet from the majority of the core assets. The lack of personal invested interest in insuring safe and reliable operation will naturally be greatly diminished. I am referring to human nature and not learned behaviors or workplace driven training programs. No amount of wishful thinking, money, or training will replace onsite, personal connected, and close relationship based connectedness to insure and demonstrate a company's dedication to safe and reliable operation. This is a flawed concept put together by out of touch executives and managers that are more beholden to monetary concerns than the safety and reliability of the public, environment, and workforce. They are more worried about activist investors retaliating over fiscal concerns, but are failing to see that uprisings can also occur due to incidents. Look at the impacts of Union Carbide-Bopal, Exxon-Valdez, or BP-Macondo. Our company will never recover from an incident of the same or larger magnitude when it became apparent to the investigators that all of our safety designs have been outsourced foreign lowest cost bidders. This decision marks the end of our company.
