Who gets to choose who and determines why a position is closed?

Some closed positions were for valid reasons, some were so people could not post out into a new role, some were closed because pets were guaranteed they would not be laid off.

It is a great question because I worked with an absolute deadbeat, who had no idea what she was doing, and she was deemed in a closed position which meant she just automatically moved on. She didn’t have to post. She didn’t have to do anything.
