WARN doesn’t apply to every layoff, even at big companies. It only kicks in if 50+ people are let go at the same location and it has to be at least 33% of the site, or if 500+ people are laid off within 30 days.

If Oracle spread the layoffs across different teams/locations or staggered them over time they might not have hit the legal threshold for WARN
