Means you may be competitive in 2H roles that slip into the PDC or they want you to train your replacement (engine)…
They would be eligible to apply in the 2H PDC, but not the 2H selection event.
It means do jack all as you search for another job.
Take the paycheck, f the severance, and don’t look back once you have a new gig.
Everyone without a job is severed tomorrow but still gets the opportunity to participate in PDC using an external link, no company email or computer… if you weren’t selected but are asked to stay it’s probably only to train someone else. There is a chance you get a job, but its slim and you will have to hope for a gap in need or miscalculated cut in staff that was too deep.
@ak they stand a fighting chance. I would say early in their career (under 10 years). It’s a matter if they want to relocate or not

It means they want you to train the Ingine
It means your layoff has been delayed until the end of your transition. Then you transition out of the company. Be sure to work hard between now and then.
A colleague of mine has a transitional role through October. They were informed they could participate in this upcoming PDC and the fall PDC so technically yes
