Module Purpose
This module enables HR teams to plan, process, and manage employee layoffs and recalls within the Labor Administration function of Oracle PeopleSoft. It includes capabilities for defining layoff parameters, grouping workers, recording statuses, and handling reinstatement.
Key Components
Layoff Roster Setup
Component: HR_LAYOFF_SETUP
Purpose: Define the layoff roster and setup parameters
Details: Allows entry of effective-dated rows, only one per calendar day. Supports temporary and permanent layoffs. Future-dated rosters can be created but not processed. Includes option for Mass Update.
Layoff Roster List
Component: HR_LAYOFF_CAND_LST
Purpose: Manage candidate list for layoffs
Features:
- Input planned termination date, notification date, and reinstatement date
- Candidates can be added manually
- Allows batch processing by status
- Excludes exempt employees
- Manual candidates assigned permanent rank zero
Layoff Process Run Control
Component: HR_RUNCTL_LAY
Purpose: Process layoffs
Workflow:
- Inserts job data row for affected employees
- Sets action and action reason
- Logs errors per employee
- Updates Recall Rights page unless Auto Reinstatement is selected
- Updates candidate status to complete
Reinstatement Control
Available only for temporary layoffs
Fields include Action, Action Reason, Reinstatement Date
If Auto Reinstatement is selected, Recall Rights records are skipped
Action consistency must be maintained (e.g., LOF to REC or TER to REH)
Layoff Reporting
Two reports generated post-process
- Layoff Roster Post Processing (HRLAY006)
- Shows all workers laid off
- Flags failed records (missing job data)
- Recall Rights Post Processing (HRLAY007)
- Shows workers with recall rights
- Skipped if Auto Reinstatement is active
Important Notes
- Use of Mass Update overrides standard layoff process
- System restricts reprocessing of complete status candidates
- Recall rights depend on labor agreement rules and employee seniority
- Failed layoff records are listed in logs and excluded from job updates
