@af+1, I think your "otherwise" is the likely outcome. The hidden meaning there, though, is that shifting capital to non-ops is like treading water. You stay afloat, but you're not going anywhere.
It's tough to compete on any growth strategy if you are cost disadvantaged. Any concession farm-in, development project, or exploration effort is going to carry returns drag that peers don't have.
Wirth is driving some long overdue dieting for Chevron. The onus will be in the org over the next 5-10 years to prove that they can operate competitively. Otherwise, Chevron will continue to shift capital to nonop, where they're not hamstrung by the Chevron org.
