If BU does not use CPM, will there be package?

BU's will decide whether to use CPM.
Can they lay off people without any package just by deciding not to use CPM?

Groups can decide to reduce HC without CPM by not backfilling attritions or by giving out FPAs. These will mean no CPM and no (or smaller) packages. This is a slower way to reduce HC but also a viable option in some cases.

If the BU is laying off employees to meet their cost reduction goals, the group MUST use CPM.

All BUs have to use CPM, unless they have sites and hard assets that can be disposed or depreciated...in lieu of headcount.

My BU said no CPM, but I didn't hear, "No layoffs," this quarter etc...So kind of left me hanging.
