If he is afraid of $$$ moving outside of US, then why not tax offshoring jobs, too?
Wasn't his goal too keep jobs/$$$ in US?

By tax, are you referring to the bill that just passed in the House which will add about four trillion to the deficit and will tank the bond market? Actually the four trillion is an undercount as some of the provisions employ an accounting trick to only last four years on the books so deficit looks smaller and betting that in four years they get extended.
His goal is to make money for himself and whoever donates to him.
So, if offshoring makes money for a donor, A-okay!

Unfortunately Trump does not care about offshoring jobs. If he did he would create a way to encourage keeping jobs in the USA. He is talking about manufacturing but that is just smoke and mirrors for his base.
