Halliburton went to Dubai after Sr. Exec's were threatened with bribery. Technip is a healthy E/C because it does overseas sales outside of the US.
Chevron will not move to India, there are too many government restrictions to HQ out of India. If there are going to offshore, it will be to a low tax country with little oversight.
