if you dont feel competitive, you're on your own - you had MONTHS to prepare - either inside or even outside. Note that Microsoft just let go of thousands with almost zero notice.
In theory it would be disruptive to their plans because they cleared said "you have to apply for one and be turned down to be eligible for severance" which is a ploy to ensure what you just said does not happen. Yes it's a good idea but the problem is getting everyone on board to do it.
