Today I reviewed the contact officer list for my department, as I was hoping to speak with someone regarding my inclusion within the current scope. However, I noticed that the designated contact officers are two individuals who are close friends and have, in the past, been associated with allegations of bullying. Additionally, neither of them appears to hold formal academic qualifications relevant to their roles, which raises concerns about the integrity of the regular HR process yet along the selection process.

‘No formal academic qualifications’. Wow. You sound super judgy. I don’t have a formal education but have 35 years in the industry. Who the fu-k are you to judge someone like that?
You can go to any contact officer, it needn't be one in your Dept. There's no "nominated" persons you must go to.
