I thought I just saw they were laying off around 9k more US employees?
So they're spinning the annual budget that was already in place into an "investment." I think the only change is that instead of all of it going straight into Alvind and his cronies' pockets, half will now be diverted into the Trump money laundering machine. So, not really investing in American tech so much as technically investing in 'murrica.
It was already baked in for the last few years of "fall planning" Just attempts to grab headlines and try and garner some Trump effect goodwill. SMH.

Spending $150 billion on America over the next decade ?? It's just more IBM fake news to keep Alvind and the Pipmunks out of trouble with the Feds. After all, things don't look good for his Consultants for the next few years. Indian Partners in crime can't over bill the US Federal Government. But that allocated $150 Billion will surely weasel it's way to India's shores on some pretext or another. Krabanaugh will cook the books as usual. After all, Alvind needs to get his $100 million bonus in 2026. And another medal on his chest from you know who.
