Recently, my manager told me that LT is directing managers to not have promotion discussions with engineers until they reach 105% in competitive objectives. If there's any truth to it, why is this?

Where can I view my CO in the new workday system? I don’t think I have ever seen my CO since switching to workday …
It's normally at least > 100% CO, unless you're a HiPot. Most happen in 101-103%. It's tough to get to 105% in the "new" system.
Poor grammar is rarely "misunderstood", yet the intellectual disposition and intent of the user always is questioned.
I'm not an engineer but my current boss has already told me they plan to put me forward for a promotion this year and I'm ~3k below CO. Now, who knows if I'll still be around at that point or if chevron will even approve any promotions this year but this is what I've been told.

“The math won’t math” is a very common colloquilaism well understood by any American under the age of about 60. If you don’t get that it’s a good representation of the kind of communication gap that’s going to exist when all the work is offshored to those who “do the needful” and “kindly revert.”

I am 104%, but I have been promoted at 98% twice, no discussion prior, usually 2-3 exceeds per year. 4 last year.
Pretty typical even before the re-org I believe. If you are not over 100% you have not consistently ranked
with EE's. The math won't math.
