Speaking as a multi-decade EM and PM, Chevron is penny-wise, pound-foolish. The following positions should never be outsourced to India due to high potential to sc--w up the project development. After a few disasters, Chevron will probably source them to a E/C US contractor. I may have omitted a few as I didn't do wells or offshore..

Seems like upper management is trying to make a decision - do we become a US based independent or a private equity firm? I think Chevron will be private equity within 10 years. 15% return on equity, very little overhead, very little liability. No safety worries. Chevon's decentralized model with the BUs making all the operating decisions totally aligns with this.

No need to come up with meaningless strategies like higher returns and lower carbon.

Didn't Boeing outsource engineering work to India and several planes crashed until they grounded the planes and fixed the software?
The outsourcing model has resulted in accidents and corporations cover it up with attorneys and "government deregulation". Not a lot we can do, the profits drive the business decisions....

If you don't think you need those skills in house, go ahead and do your concept phase with contractors and watch what happens. They will fix the errors and charge you for it and ruin the schedule. "Cashisgone" was a good lesson for our favorite brothers.

The workload is light in P1/P2, and you dont normally need more that 2 SME's overseeing that. I think we are still paying for a stoopid mistake made by a Houston E/C staffed with Indian SME's

Gosh. Half of those jobs shouldn't exist in house. Kudos to Chevron for finally pushing them abroad or contracting them out.
