Yeah. They do. The new hire layoff buffer. Hire on when hiring is open so you have someone to layoff with minimal damage to your core team when forced to cut. Having a new hire buffer improves morale for everyone else on the team.

Depends. Were you hired to replace someone? Do you feel you're already contributing so they could jettison a higher pay person? If the answer is NO for both, you'll be on the short list. You have to rationalize your value to the company.
