Why would RL announce layoffs in February and again in March but keep saying we don’t know when or how? Why tell us at all? I guess he likes low morale? Maybe have a plan before you announce. Seems like a sh*t show to me.

With the decline in oil prices, margins are getting slim. Staff levels have to be reduced and shortly. Expect deeper cuts than previously anticipated.

In the February town hall, during the VCIP announcemen, RL did literally say there would be staff reductions. What isn't known at this point is how many. I don't believe RL knows at this point. Common sense, if they knew they'd just go ahead with it and start saving money now. The assessments aren't done yet but expect a re-org, not just a flat percentage reduction.
He didn't announce layoffs. He answered a question at the town hall and said it was too early to tell, but there would probably be an impact to staff levels.
He could have given a politician answer.
It's hard to please everyone - some people like the transparency, and some would prefer not to know.
I will guess that the OP is in the dont want to know camp.

I am not shocked by the layoff announcement. I am shocked that they still don't have a plan.
If you didn't know we were going to eventually have layoffs with the email last October, you've been burying your head. I'd even argue you should have known back when the MRO acquisition was announced. People really thought MRO employees would be the only ones affected?
The more advanced notice you give, the less people can claim to be shocked. Would you prefer to be shocked by the news when it comes?
