Layoff: What is taking so long?

I retired a few years ago and pop into this site a few times a year to catch up on what's happening with my former employer. It seems that a layoff has been imminent for years now. What am I missing? Was there a layoff last year, and is another one on the horizon, or is this just a very slow-motion layoff that has been ongoing for years? Does this reflect the speed of an Agile sprint? Glad I was able to head for the door when that "new" management style replaced common sense.
