What are the opinions around job placement for PSG 21s?

In my support function, every PSG 21 is getting offshored. When I asked about succession planning, they just shrugged.

Nobody gives a sh-t what your PSG is. What's your function, job experience, and basin knowledge?

Broadly speaking, a Geo or Petroleum Engineer should see a large pay increase relative to PSG 21 if they look on the outside. Chevron pays well at the later career portions of one's tenure when one gets to PSG 25+ (particularly when coupled with legacy pension). However, industry pays much better over those first 15-20 years.

Just gtfo while you can. Chevron is no longer a place you can work for 20+ years.

As a former employee now in a new industry and part of a hiring board, people coming from petro who spent a lot of time there can be considered “institutionalized.” CVX calls it being “Chevronized” and it’s not a good thing.

Get out while you’re still salvageable.

I think it depends on what a particular PSG 21 person does. If you're in an operating facility, like a refinery, you should be fine. If you're doing something that can be done in India, there may be trouble.
