I certainly think so. They are dragging the employee separation in a very slow and deliberate manner. It's almost inhumane, why not identify and notify the 60K employees that need to be cut and do it. Sure it will make headlines for a day or two, but the bleeding would stop immediately. Who agrees with me? It's like asking if one should slowly remove the bandaid or just ripping it off.

Good time to do a large cut now while volumes are low. A lot people with too much free time with some struggling to stay busy while some groups gets hammered. The balance is laughable.

That is the supervisor's job.
Because you can't notify only people over 50 who have the right demographic stats that they are laid off. It is against federal law and will bankrupt the company in court. What you can do is make working here so awful that only young, broke and foreign visa holders are willing to put up with it and everyone else quits. This accomplishes the discriminatory layoff action by other means and is far less likely to result in legal consequences.
A better question is, why are we trying to get rid of good employees just because of their age and/or demographics?
