I have not received anything that I am in scope. Does it mean my job is safe? I report to two layers of local management and they have their own priorities and I do not want to bother them with more questions. The HR BP is not helpful and I am not connected to sr leaders like few others. It is tense in me and my family. Any information would be helpful?
The main question is, am I safe if I did not receive any email that I am in scope?
I am very good any my job and I have very unique skill set that seem to be appreciated by the local management so I hope this is one of the reasons I was exempt from being in scope

Interesting to see them finally pull the rip cord on Luanda. How many wells did they mature over the last decade, since work was shifted from Houston? It can't be very many.
It'll be fun to get our hands on those fields again. Phenomenal rock and interesting technical challenges. And won't have to go expat in that hellhole just to play in the sandbox.

SASBU nationals are in 2H. Expats will be looked at on case by case basis depending on your core function whether you will be in1H or 2H. In either scenario you probably have no been notified. Keep in mind that this not just a cutting of numbers. This is an enterprise-wide restructuring with a lot of roles centralized. So if your core function falls into what is centralized you will likely have a new reporting line somewhere to Houston.
It depends if your home country wants you back.
Now that you mention it, expats need to be moved back to their country of origin and stop milking that hazard pay. Easiest way to cut costs. I said what I said.

Assuming you are not PSG-28+, no notices for in scope employees will go out until April/May for 1H groups and August/September for 2H groups. Within those groups, PSG-26-27 precede PSG-25 and below.
I recommend looking for a recording of your Function or BU townhall. The 1H timeline is clearly laid out.
I don't think any in-scope notifications have gone out. You should have been provided a timeline just like the rest of us.
