Love all these comments to "just get over it, it will be cheaper in the long run". Probably posted from India.
My experience with "value engineering" from India was that getting and keeping the work on track was extremely difficult and promised targets were NEVER met. Work was always behind schedule and full of the same errors. The Indians will be happy to discuss this forever and do nothing about, because they have a contract to bleed you dry why the clock is running. They know your weak points, especially critical schedule and will milk you.
This is going to be a real bad deal for the US folks on the direct lines managing it, while folks upstairs will punish you for not meeting the goals Just a heads up.
Wall Street doesn't know this (yet).

@a7+1jnyesxrj, if you're part of the IT team, it's time to let go of the negativity. We've been stuck with this IT mess for far too long, and any shift away from the current structure is a step in the right direction. The current IT XLT is a cr-p show, and it seems like the only way people get there is by mastering social skills and avoiding actual work. If we have technical managers in Houston and can eventually bring those outsourced MSP tasks back in-house to Engine, that could be a much-needed improvement.
If you worked in Downstream - it is a different culture than Corp and Upstream especially after ACCELERATE downstream decades ago. It is not perfect but much more focused on results than other areas. PMP change with only 2 categories is a step in the right direction.
'Restructuring' is following the same pattern: complain more, look busy, have no solutions.
I thought you meant the impact of moving the job responsibilities to the Engine...
