high performers and key contributors speak up and are visible and on the radar, low performers blend in and ride it out quietly.

management is unable to tell considering the masses of engineers, even if they claim they are “getting to know each engineer”.

The "useless employees" are not useless to management. Without those employees ratting you out, the company wouldn't know who to lay off. You know exactly who I'm talking about. The ones charging phony labor to charge numbers provided by your supervisor while people like you get moved to IDL. The whole thing was a set up. And it works because they all know you're not in a position to do anything about it.
No guts, no glory, no job.

What led to low performance ? Is the key business, strategic and tactical decision makers and executors getting punished ?

Maybe they’ll get smart and layoff the useless employees next time. There’s people sitting around all day playing on their phones, people taking smoke breaks every hour, and people that just sit there staring off into space. Talk about time card fraud! They let the good ones go. It’s sad and stupid.
