I saw an HR meeting agenda accidentally left on one of the meeting room’s bookings in Chicala (Luanda office). One action was determining the framework for 30% reduction and also approving expat severance process. Not sure if that meant 30% across the board for expats and nationals or if there will be different ratios. Guess we’ll find out at next week’s SASBU town hall.
Angola is extremely expensive due to widespread Government and local corruption plus the prevailing attitude that "The goat eats here it is tethered". That common phrase means that the Angolans feel the right to extract as much cash as possible from the outsiders. They are very clever at that. This is on top of Chevron's appeasement with thousands of non-productive Angolan workers on the payroll so they can keep their Block ownership.
Spend overnight in Luanda and you will pay $1000++/night for a small hotel room next to the slum. Most Luanda expats live in private housing with their families a long way from the city center and have private drivers. I don't know the situation at Cabinde and Soyo now, but they used to have ridiculous surcharges for the Expats.
We could benefit by minimizing the actual Expats on the ground in Angola and doing the work remote in the US or India.

All Engineering work (including fixing up the Bechtel build plant that is falling apart) should be sent back to Houston. Angola is crazy expensive. Good spot for a few hard working Chevron people plus Indian contractors to handle the mountains of paperwork.
