Layoffs were already announced / hinted in early february or late Jan for few people in visa's on humanitarian basis to find other open positions. so it will be 2 months from that. Around Mid march - April 1st . Some will be spot removal around March / April based on cost.

I forgot to say that because of this there probably is a RIF in March or April, and actually there was already a really small one in February.
But I do not believe you know yet if there is going to be a new one in April.

Look, Oracle fiscal year is in May. Meaning February, March and April is indeed perfect for a RIF to reduce workforce for better financial results so investors are happy.
But usually the middle managers know nothing about it and only get the job of saying you are fired on the 1st, and upper manager gets notified to pick somebody in their LOB a couple weeks in advance on based on whatever criteria they want. That is why I do not believe you until it happens.
