Any thoughts on which departments would be affected the most in refining/MFG?

You should look at the job postings in India to know the impact.
Would be best to sell off all of mfg and not look back.
Reliability engineering and Oils Planning seem like the jobs that could be "standardized" and done in Houston. PEs, DEs, and Materials Engineering needs to be close to the equipment.
PE , DE ? TA would mostly be wiped out. Reliability.. dang what's left
