Does anyone know on what circumstances people get out of cycle promo? Asking in general when economy is doing well. What is expected in the out of cycle promo?

It’s a valid question. Not everyone is affected. Only around 15%. Promotions can be handed out for critical employees who might decide to jump ships.
Out-of cycle promos started picking up when there was a shortage of candidates due to companies across the board being on a hiring spree (they did happen before but less frequently).
They are a tool for retention. Don't see how that applies in today's environment other than very specialized skills.
Everyone's getting fired and you're asking about promotion?
Threatening to leave may do it. A risky strategy though.
