In 2016 TMG got hit so you can’t rule anything out. Starts in my fab at 50%. Earnings will show the problem and the all company meeting pulled in to detail the actions

Those new hires may have had an offer weeks ago that the company couldn't back out of. I know of new hires of late 2021 and early 2022 who had offers with NEO starting 4-6 weeks later. This is in TD, RA to be exact.
My friend that works in TMG said they have a new hire that started today so TMG is still hiring.
This might a troll post but it brings up a good point where TMG might be affected where typically they are not.
Unlikely for layoffs in FAB - too much overhead in other departments.
