Can a large percentage of class be fired?

Currently working in underwriting. My class has failed observations a few times and on our final attempt. Can the company fire everyone who didn't pass on the last attempt? Over half the class failed.

Yes. Like they should fire every damn person in enterprise tech. Systems ineffective , slow, or outdated. It is like working at Initech.

Was this an issue in the past? Is it meant to be hard to pass or is the class full of people whose IQ is below the demands? Whose fault is it that the class is failing?
