Does chevron usually offer a pay bump to move to Midland? What about during a layoff cycle when offered a job?

It's telling that over the last decade many of the MCBU "managers" (just high-pots in flight) refused to move to Midland and did WFH (Work From Houston, in this case) instead. Think South Dakota, or Lagos, or Atyrau. Boring for you, terrible for your spouse and kids.
Midland is a wasteland. That’s why companies offer incentives to move there that are much higher than elsewhere. The place is literally in the middle of nowhere.

The slashing that will happen there…you’ll have high performers fighting each other for positions well below their PSG’s. Wish they had the uplift in pay in the RBU, a starter house that is falling apart is in the 500’s.
If you have kids the schools are a joke.
@a4+1 I can tell you're about to get rolled out, goodbye! haha

Look, can't we all be worried and pi---d about both?
Are you worried about having a job or butthurt about pay increases today?
There should be a pay increase for Midland because it is definitely a less than desirable place to live. If you are not from there, there is almost nothing to do.
I met a man and his wife when I was at Disney World in Orlando several years ago. They were both born there and they were both doctors. We were at bus stop for >30 minutes and the guy told me he and his wife had 100 cousins so they had things to do every weekend but he told me if you are not from the area there is nothing to do. You can drive to New Mexico but other than that you are isolated because of the distance to other places.
Not now. They’re announcing that PEP is being cut due cost saving measures.
