What’s the deal with the internal job postings that are titled “ THIS NOTICE IS BEING POSTED IN CONNECTION WITH THE FILING OF AN APPLICATION FOR PERMANENT ALIEN LABOR CERTIFICATION FOR THE ABOVE-STATED POSITION” ? I see quite a few of them currently, are they reserved for a specific person (contractor) and just have to post the job as a formality? Has anyone had any luck applying to jobs that have this listed? Looking to apply internally, but not sure whether I should avoid looking for jobs with these titles since they might be unofficially reserved for someone else. Also, how many of you had luck or know of anyone that was able to get a job internally? In assuming you would have to talk to your current manager first.

A more transparent and plain language way to post these positions would be as follows. "No American citizens were willing to take the position at the very low pay that was offered to them"

Long story short, they are looking to give the job to a non greencard holder/ us citizen. Because of this dept of labor mandates that a notice must be put out to show they tried to attract us citizen/green card holder talent. Its an immigration/dol thing. Whats interesting is if you work in charlotte you can see these randomly posted in the cafeteria and other places as DOL mandates that it must be clearly visible to the public. What visible means is up in the air.
To wrap it up those jobs are likely for a h1b visa holder

Well, this is a fu--ing lie.
To answer your last couple of questions.
If you’re internal you don’t have to tell your manager until the first real interview with the hiring manager. HR phone screens don’t always pan out but IF the new hiring manager wanted to talk to your current manager pre or post interview your they should be aware versus being blindsided.
Some have said it’s better to tell your manager you are looking/applying (primarily if you have been on the team for less than 12 months) but that’s not always the case. A lot of managers held folks back or worse if told too early in the process.
I was held back from advancing to the offer phase once out of spite from a micromanager. All other times I only informed the manager when I had an interview with my new potential manager and was fine.
But times are different now so your results may vary. If I were you I’d try to get out of the company not look at internal postings on a sinking ship looking to hire more cheaper workers and replace knowledgeable experienced and “expensive” ones.
