Why did stock market not react favorably to the news ?

Healthy, growing companies do not need to resort to mass layoffs. It's the ultimate sign of desperation usually to give the appearance of "doing something" to combat failing stock performance. I have no problem with improving efficiency but that should be a continuous focus. Waking up one day and thinking you could operate the enterprise without 1 in 5 of your employees is an admission of poor management.
