Heard that in the area where 3 people were let go, the manager had to nominate 1 person per dept, and they aced 3 people, so they did know

I got laid off and the team that reported into me did not. Another manager picked them up.

Plausible deniability. This round of layoffs was handled typically at one level higher than your manager.
You are right to not believe them. Of course they knew, and if you ever get into their shoes you will make the same claim.
