Who wants to bet there will be more delays, and we’ll have to wait months longer before this whole thing is resolved? I don’t know many people who have quit, which makes me think their plan to stress people into leaving isn’t working as well as they had hoped. They might want to give it more time.

Exxon is hiring hand over fist. Same goes for 1/2 the banks, 1/3 the public E&Ps, and 1/3 the private E&Ps. A simple google/linkedin/recruiter search turns up damn near 100 postings (each of geo and res). Ask anybody in your network outside of CVX/BP/RDS and chances are their org needs somebody.
The challenge is that nobody wants to hire the bottom 25%. You've got one strike against you having spent extended time at Chevron (IMO an unfair bias). The onus is on you to prove them wrong (i.e., that you're willing to work hard, haven't let your skills/network atrophy, have commercial fluency, etc.).
I suspect this won't be a one and done 2025 event. I see there being painful reductions every year for the next 5 years, with the final org in place by end of 2029. That's when ENGINE will be fully stood up and HM will be complete.
I would go farming or construction rather than work for BP. It is the bottom of the barrel of a company, a dog eat dog culture, with thousands of NHs and CPs running around to stab you in the neck.

And @cm+1, I think he means "EOI's will be Accepted". A minor, but critical clarification.
EOI's are not "offered" from the employer. That's not how it works. Do you really work for Chevron?
The job market is terrible now.
I am one of those that has zero strings and zero reason to stay.
I am a petrotech, and have been able to find only one suitable job posting (with BP) during the last 2 months …
No body is going to quit when there will be EOIs offered.
