I can’t help but wonder if they already know who’s going to be laid off, if the list is already made and my manager knows but isn’t saying anything. The only reason I’d want to know in advance is because I’ve been job hunting. I wouldn’t leave, though, if I knew severance was on the table.

Right now they know the numbers they want to lose. Then they wait to see who EOIs. If those numbers line up (unlikely), then no further layoffs. If EOIs < expected reduction, then they go to that "list" and lay off from the bottom until the expected number is reached. Specific names? Only those in the lowest % of their teams. Not rocket science.
I don’t know if it exists yet but a manager was screen sharing and maybe accidentally showed the calendar with a leadership meeting about selecting open or closed positions. So I guess they’re very close
Look to RBU. I imagine your re-org will look a lot like that.
The C-1 level has struggled with execution since the last reorg, and their ability to make the right decisions is in question. This isn’t just about getting the org design right. It is about understanding who’s actually capable and who’s just skating by. Does anyone really believe they have a clear sense of the talent across the organization, or that they can differentiate between the doers and those who don’t add value?
They’ll put together a structure that’s acceptable, with some help from outside consultants, but the real outcome will come down to the same group of favorites who’ll secure the key positions and make decisions for wave 2. Despite all the talk of focusing on outcomes and results, the process will ultimately be shaped by loyalty, titles, and politics. We need to be realistic about how this will play out.
The big guys (maybe above 26) know who will stay and who will be asked to “retire” below that level the org charts are probably still being drawn up.

There is not a list per se but more of a higher level org chart with names. The new org does take into account the reduced areas but names are not tied there yet. They are waiting on EOI to help answer where the first reductions hit and for the SR move.
Each department has a ranking order for all the staff members from 1 to the last, independent of PSGs. They will cut from the bottom until they meet the required percentage. If you are a unit manager or above, you know the existence of the order. Only department heads know the exact order though.
I was told the org for the wave 1 is done for wave 2 functional organizations is still a work in process. Most boxes have names and as many have speculated they are driving down the PSGs down so higher pay grades 25+ are being targeted as many of the roles can be performed off shore. Roles will be downgraded, so you can see some people going down in PSG, but not pay. EOI should come out a couple days after SETH and will be open for a couple of weeks.
Many have been told their fate in the big deck chair shuffle. Some who wanted bigger roles have them. Like BK who will enjoy life down under. Others have been told that they will stay in role - effectively saying you are not favored.
Certainly in the ABU some managers have been told numbers they have to get rid of. Not sure if EOI will be an option at this time. This is not related to Engine, that comes later, although there may be some considerations taken because of that which definitely makes it hard to guess how the organisation will unfold or when it will happen.
Do you really think there is a mysterious list that your manager knows and is not telling anybody. Do you think the fact that most of the rumors that everybody hears turn out to be true and somehow this rumor has not circulated? Surely if the list existed, and it was shared with anybody in the middle ranks, somebody would know in advance Spread like wildfire. I think they don’t even know what the org looks like yet that is what they’re trying to figure out now. They cannot eoi until the org is created because they don’t know who they would say no to. I am sure they will be denying some people’s requests. After the orgchart they will allow people to eoi. Then the hunger games begins.
For my function, they haven’t even started drafting the new org chart.
