Definitely a return to office, company most likely installing less desks with reduced head count.

I work with Pratt financials and there are plans to reduce cost through work force reduction….
No one is getting laid off. The furloughs are being implemented instead and we all are safe. The company is looking out for our best interests and there is no need for concern. They are making good overhead and profits. Relax
