Unless you have some super-specialized talent that's rare, websites are a waste of time. Networking will get you to the interview.

LinkedIn. I get recruiter messages weekly. Had one today reaching out for EE/Process job openings. Told them to start searching by 'Chevron' and go from there next month.

Online won't help. It's a black hole. As I've been both a candidate and hiring manager the only way to get a job or find a good candidate is through word of mouth/personal connections or through a trusted reputable recruiter. Websites, HR, etc are worthless.

If you have to ask this question, you are ill prepared for what's ahead.

Reach out directly to the hiring manager or someone on the team.

Roberthalf is 4th rate and mediocre. You end up chasing them to do anything useful… which is not much

Well, if only fans isn’t your style…maybe try Rigzone (o/g specific). And those recruiter contacts at professional staffing agencies (like Randstad, Burnett, RobertHalf). Their placement fees come from the hiring companies, so no harm in having them submit your resume to customers they work with for new, high priority job openings. Most recruiting companies have specialized divisions to work, depending on your background.
