When do the Execs realize how this slows down our execution and begin to consolidate work over many fewer sites?

Does a place like APPL have even 20 sites worldwide? INTC have 60 or more.

You’re assuming they are too d-mb to realize. Everyone wants to have their own little empire. Failure to execute can be easily spread out and covered up.
2015-2016
Need to focus, too many sites, too many of wrong type Engineers.
2017-2021
Start adding sites, hiring Engineers.
