How is annual perf review process at intel? How many years take to go from grade 7 to 8 with phd?

You are on a plane that has lost all of its engines and you hope to be promoted before the plane hits the ground? Is this the question?

One alternate possibility is that you go to a new company and get promoted even if it takes you a few extra months.

E = MC^2 (but only in a non-accelerated frame of reference). <= PhD will understand.

This also depends on the BU. Criteria and timelines vary greatly. With a PhD in Intel Labs, you will not differentiate yourself much at all and your promo will not factor that in. As your grade level increases, the time you will be kept in a given grade will exponentially increase as well. That's why GR 8 and 9 have tons of people waiting for the next promotion. GR 9 to 10 transition is likely to take 12 to 16 years for most people (there are a few exceptions to this of course but it does not change this general trend) Grade changes are also quite political and typically happen at your +2 management level. It also depends on how strongly your manager advocates your work and pushes your Grade change forward. Unfortunately, with Grade increases there is little in the control of the employees. Therefore, my suggestion is:

1 - Find something you enjoy working on at Intel (this is a big challenge for most)
2 - Make sure you are getting the right level of compensation with a reasonable increase per year for the work you are doing. (Be honest to yourself in terms of delivering quality work and putting in the required effort. This will be easier to ensure if you have addressed bullet 1 in the first place ! )
3 - As you get closer to the time you expect a grade increase (1 to 1.5 years in advance), start looking around externally for a new job. Especially if your manager has not mentioned anything related to your Grade increase until 1 or 1.5 years to your expected timeline, the chances are you are not going to be given a Grade increase at all when you expect it. This is a good indicator showing you need to take action.
4 - When you get an offer AND if you still want to stay at Intel, mention to your manager that you have an offer and you will be leaving unless you get a grade increase. Be open about it. This is business after all and nothing personal. (I have even seen cases where the managers offered upgrade to Grade 11 from 10 in less than a year in Grade 10 after the employee announced leaving Intel. So management can make anything happen if they really want. Things that are presented to us as norms, rules and expectations regarding Grade increases all go out the window if the management finds itself in a sticky and desperate situation - which I think is a systemic problem within Intel.)
5 - If you do not want to stay at Intel after getting your new offer in hand, the decision is straightforward and Grade increase becomes irrelevant.

Setup an 1:1 with your manager and set clear expectations. Always set low expectations and deliver more. Stay away from idle talk, Focus on your work, you will be noticed, grades/promos will follow. Good Luck!

In LTD , it used to be three consecutive exceeding expectations or two consecutive outstanding ratings or any combination of these in two to three consecutive years. If you don’t get these above average ratings in consecutive years than typically 5 years. But please start having this conversation with your manager. They should define a path for promotion for you. Good luck - Always try to go a little above and beyond each year and work well with people even with unreasonable people.
