Why some orgs do not offer voluntary CPM? They want people to stay?

We were told that if a person applies to leave and is denied, that person has basically checked out already and the idea of leaving has already taken hold.
they anyway have control over it as all voluntary CPM application will go through approval process. Doesn't it make sense to allow it widely but do not approve if they don't want someone to leave?
Or, they know where to reduce HC and get enough number?No need for volunteers.
You cannot enter CMP if you volunteer to leave.
Because they know everyone wants to leave
To avoid loosing talent
Projects are understaffed most likely.
They want to control who leaves.
