US ( mainly Santa Clara geo bc of high cost ) and Europe will be impacted most , Asian countries should be mostly ok bc of low cost there, one engineer salary in US Intel at Lower grade =~ 3 engineer salary in India
Except China. Intel is fearful of retaliation from Di-ktator Xi.

Worldwide, but since the goal is reducing labor costs, you can make an educated guess which locales will be the most and least impacted.
