Ever since I started working here, I've never been in greater uncertainty about whether I will become jobless. Rumors about cuts circulating, but our management still thinks we can be productive in this kind of atmosphere.

I think you hit the problem on the head. Treat people like adults. Let us leave on our terms by stating that headcount will be reduced in the future. This will allow people to find different jobs. Unfortunately, the good people usually end up leaving first.
