I believe PS already went through it a couple of months ago, when the company stopped renewing their contracts.
Purchased service is not a headcount, they are part of budget. Most are probably accounted for on a quarterly or yearly basis
As a PS "employee" that is my concern. Every morning I hold my breath when I log in. I survived numerous "re-organizations" and only have 3 more year to go, ideally. However, this constant stress is having me reconsider that time frame. I work for PD, and it WAS fun. I always said once it no longer is, I'll walk. It's getting close to that no-longer-fun status.
