Huge reduction #s coming in CS&O before year end. Time to start looking externally for opportunities. L1-L4. Larger numbers than this organization is used to.

It’s getting rough out there folks. Contractors are on the block now. Everything is getting tight, fast.
If the OP is accurate, I hope T will start the process by offering voluntary departures first before forcing people off the payroll that want to remain employed with T! I really believe T would get more than enough volunteers off the payroll than those that they want to cut involuntarily! At least T would be able to replace those positions with outside help if they need to re-hire down the road.
You can back-fill positions if T is replacing positions that were left voluntarily and not laid off involuntarily. If the layoff was forced, in bargained for, impacted employees have recall rights before T can hire off the street. That's the way it has been for years with bargained for employees. Why would the laid off employees want to come back to T if they found employment elsewhere?
I’ve seen them backfill the same titles and cities many times immediately after a surplus many times. It may technically be different departments (construction, I&R, etc.), but it happens all the time.
You cannot backfill jobs after layoff for a specific number of months. Could be a year. It’s a union/company agreement

In my business unit, no technician will have to get bumped from someone that is laid off elsewhere. We currently are understaffed as it is and need a few more hands on deck. So, the techs would be added to the current pool without losing any or having to bump anybody.
Actually that is common practice. Surplus techs. Open job reqs where they need the workers. The surplused techs get a take it or leave it offer.
The layoffs won’t really move technicians to areas where there is work. The technicians that will move will have to bump someone somewhere else to keep their job, and people being bumped will go off payroll. They aren’t going to magically create jobs elsewhere for the technicians being surplused to conveniently fill.
There is definitely a hiring freeze for bargained and management. All of the job ads were pulled a couple of weeks ago and nothing has been posted since. Instead of sitting around twiddling their thumbs most of the time, HR is now doing it 100% of the time now with no jobs to fill.
I can believe this to an extent. In certain areas of the country the business is very slow
almost nonexistent, but in other areas of the country, there is more work than the techs can handle. Something has to be evened out in terms of the amount of employees for the amount of work. So, these layoffs might just shift technicians from one area of the country to another if they're willing to move to save their jobs,

Just heard today that there is more work coming down the pike for technicians in OOR for CS&O. The problem is that they also said there is a hiring freeze in effect, so a lot of the work will have to be outsourced for now. Quite possibly for the rest of the year things will be slow until the end of the first quarter. The good thing is there will be no layoffs or at least none anticipated at this time.
CSO? Those unfunded mandate parasites are untouchable
