I am so bored working for DXC. The machine is totally broken. Clients want things doing, but you're not allowed to touch it without a WBS. Most projects get lost in the paperwork layer, and then typically sit pending one of the few project managers still left. The budget and patience of the client runs out long before most real work is started. Management would rather we loose the work than change the processes to remove the bottle necks. In the mean time we could be doing training to be ready for the next project, but there's no budget for that either. They don't want us to have new skills they know we'd be off elsewhere.

PMs: Most of them are a waste of oxygen anyway, accomplish very little, get paid, and are viewed with prestige. How coincidental that most of them tend to be women as well....
Yes, there are Project managers, but most are outsourced, and most don't know anything technical. You have to have some technical computers know how to manage technical projects

Anything to save 50p! The company is still quite happy to waste endless time and resources and thus millions in lost revenue. Staff continue to sit about pending approval to travel or allocation of yet another "task manager" who's not got a clue what's going on. We have endless urgent meetings to discuss something the client needed doing 18 months ago, which has now managed to reached the top of our pile. Delighted to get some real work we soon find they no longer need it doing after all, because they got an inhouse grad to knock up a script which does the job and proved it didn't need a 12 week project just to do a design after all - just like we said. To be fair I think the clients don't want it to work either because the sooner it fails the sooner they can get out of the contract.

Don't use terms like "bored" on here, the sales exec will tell you to attend a town hall or something.
Like others, I am also very surprised to hear there are still Project Managers around in DXC. That's like being told that you found a brown squirrel in England. Customers have always queued for a DXC PM to become available somewhere on the planet. So if you find one. Hang on to them. Richard Attenborough is due to do a Wildlife on One series on this endangered DXC group.
Many real PM's I knew left yrs ago. Today their counterparts the 'the task leader' is now given the title of "PM". Most DXC projects could be described as large tasks. These tasks start small and could be done in a day or two. But by calling they call them 'projects', this then triggers 14 layers of documentation, reports, updates and meetings of which a quarter of the budget is reserved to do the actual work. Some call them 'Agile' because 'you don't have to produce anything' mentality.
As for bottlenecks in the processes. You assume there are processes. Well, I suppose there are, in people's heads. But the same people are never there twice, but the same mistakes always get made, so there must be a sound method in place to allow things to go consistently wrong. Management can't spare staff, cost, time to fix stuff - too much hassle. Removing such operational bottlenecks to delivery is what 'optimising' should have been about, but instead it just became synonymous with staff cuts.
You could use your time to train. Sure. Yes, why not? Good idea. But they would just view that as an expensive self-development cost being spent on 'bored' high cost resource with no change of ROI and so what's the point training anyone when there is $500 to save, staff to cut.
Short answer - you need to get out.
I'm sure the 'Bureaucracy Busters' programme will fix these issues any day now.
Are there still project managers at DXC?
The majority of the PMs were revoved quite a while ago.
