  2. Refuse to understand customer needs?
  3. Refuse to talk or take advice from team engineers?
  4. Refuse to prioritize continually
  5. Refuse to create user stories
  6. Refuse to take ownership of the products

Mine does and it makes for a terrible place to work in IT

No. This is typical and has been going on way before Covid and quiet quitting. The funny thing is they probably do think they are burned out as one of the majority of employees that basically just has a bureaucratic position and never has done any work besides running some meeting and working on ppt for 4 hours a week. Many employees deliver the work of 1/3 of a real industry employee and reduce another 6 employee's efficiency by 1/3. They would be found in "support" type organizations. They think their tool that they own is the final product, not the actual chip that the tool is used to help design and manufacture.

Sounds like your PO is one of those quiet quitters I have read about or just lazy, either way needs to be harshly performance managed by their direct manager.
